As you can see this [Fig.1], you have to enable network access before using Internet.
If you click that icon on [Fig.1], then you will see [Fig.2]. Please follow what it says.

Before move on, you'd better to install IE5.0 and Global IME to type and read Japanese.
You can use Netscape preview version 6.0 and Global IME. However, I suggest to use IE until releasing real version of Netscape 6.0.
Whatever operation systems, Windows 95, 98, NT and NT 2000. You can use IE5.0 and Globle IME, which is provided by Microsoft for free.
